Objective of the Program

This program aims to cultivate and retain international talent by attracting outstanding students from around the world to study in Taiwan and develop globally competitive technical expertise. Graduates are prepared to enter Taiwan’s semiconductor and related industries, strengthening the nation’s industrial workforce and technological competitiveness.

The department's development focuses on four main areas: "Integrated Circuit (IC) Design and Application," "Semiconductor and Optoelectronic Applications," "Artificial Intelligence Systems," and "Communication Systems." We aim to cultivate practitioners with practical capabilities for high-tech related industries, including professionals in semiconductors and integrated circuits, signal and systems engineering, artificial intelligence engineering, and communication engineering.

Admission Qualifications

The outstanding students to be recruited must meet the objectives of the government's scholarships and subsidies:

  1. Comply with the regulations of the Regulations Regarding International Students Undertaking Studies in Taiwan, Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan, and the Measures for Residents of Hong Kong and Macao to Study in Taiwan.
  2. Priority will be given to students and graduates from schools recommended by the Overseas Missions.
  3. Students must have achieved an average academic performance during university or upon graduation that ranks in the upper-middle tier of their class or department.
  4. Understand and be willing to comply with the rights and obligations of this program.

Evaluation Criteria and Review Process
  1. First Phase Evaluation Criteria:

    Overall score = Comprehensive evaluation of written materials (50%) + Comprehensive evaluation of joint interviews by the school and the company (50%).

    • (a) Language Proficiency: Applicants must hold TOCFL Level A2 or above in accordance with Ministry of Education regulations.
    • (b) Academic Performance: Applicants with a cumulative GPA of 3.00 or above will receive priority consideration.
    • (c) Relevant Background: Applicants must have academic or professional background in electrical engineering, computer science, or related fields, or provide relevant technical certifications.
    • (d) Other evidence of outstanding academic performance.
  2. Second Phase Evaluation Review:

    The school submits a list of qualified candidates for verification by the Ministry of Education. Candidates who submit the following complete documents will meet the MOE's priority admission criteria:

    • (a) Academic transcript (top 30% of the class).
    • (b) Recommendation letter from school faculty.
    • (c) School ranking.
    • (d) Other evidence of outstanding academic performance.
  3. Applicants admitted in the first-stage university review who fail the Ministry of Education’s second-stage review due to ineligibility or non-compliant documentation shall be processed according to the review results of their indicated preferences.
Scholarships & Subsidies
National Development Fund Industry-Academia Scholarship Principles

Students of this special class, who are jointly selected and admitted by the school and partner companies and have passed the review, will be provided with industry-academic scholarships by the National Development Fund. However, those who have already received other government scholarships are not eligible to apply again.

Subsidy Items and Maximum Limits
  1. Initial Necessary Administrative Expenses for Coming to Taiwan: A one-time subsidy is provided, including pre-arrival health check fees, visa fees, and document verification fees, with a maximum subsidy limit of NT$10,000 for New Southbound region countries and NT$25,000 for Europe and America (subject to actual expense reimbursement). (International students already studying in Taiwan are not eligible).
  2. Schools must ask students to submit expense verification documents, and the calculation should be based on the USD to NTD exchange rate of the Bank of Taiwan on the date the receipt is issued.
  3. One-way Ticket to Taiwan: A one-time subsidy for the cost of an economy-class ticket for the most direct route to Taiwan is provided, with a maximum of NT$9,000 for New Southbound region countries and NT$35,000 for Europe and America (subject to actual expense reimbursement).
Tuition and Miscellaneous Fees

Full subsidy for tuition and credit fees for the two years of the study period.

  • Students need to pay for computer and internet communication fees, and student safety insurance fees. The actual payment will be based on the annual standard.
  • New international students must apply for an Alien Resident Certificate (ARC), and according to the National Health Insurance Law, international students holding an ARC must join the National Health Insurance after living in Taiwan for 6 months.

Degree Acquired

Upon completing the required study duration and credits, students will be awarded a Bachelor's Degree.

Graduation Requirements & Study Program
  • Total Graduation Credits: 72 credits (including Department Elective Courses, 50 required credits and 22 elective credits).
  • Program Duration: 2 years (including 1.5 years of on-campus coursework and a half-year off-campus internship).
  • Mandarin Courses: Mandarin (I) and (II) are taken in the first year. Advanced courses Mandarin (III) and (IV) can be taken as electives in the second year.

Internship Regulations & Living Allowance
Living Allowance

Partner companies provide a monthly living allowance of NT$10,000 to students during their studies.

Internship Regulations
  1. According to the curriculum jointly planned by the school and enterprises, off-campus internship courses may be arranged. The off-campus internship courses must be conducted within Taiwan.
  2. The school must sign a written contract with partner enterprises.
  3. Labor insurance is applicable only to employed workers with Taiwanese nationality aged 15-65; therefore, foreign students cannot participate in labor insurance. However, the internship company is obliged to assist students in joining the company's group insurance.
  4. Before the start of the internship, enterprises must sign a cooperation contract with the school clearly defining the relevant precautions.
  5. During the off-campus internship period, students are responsible for their transportation costs, meals, lodging fees, and accident insurance fees.
  6. If students are unable to report to the internship institution on schedule or must take leave, they must obtain prior approval and inform the supervising teacher.
Employment & Student Obligations

Core Obligation: Students receiving scholarships have an employment obligation in Taiwan corresponding to the years of scholarship received.

  • Receiving one year of scholarship entails one year of employment obligation in Taiwan; receiving two years of scholarship entails two years of employment obligation. (After obtaining a bachelor's degree, students are obligated to remain employed in Taiwan for 2 years.)
  • During the employment obligation period, students should work in domestic cooperative companies. They are not allowed to be assigned to foreign branches or work in overseas Taiwanese companies.
  • If the applicant is not employed domestically, the scholarship received shall be refunded in proportion to the number of months not employed.
Principles for Returning the Scholarship

(I) Regulations for returning received scholarships if students drop out or fail to fulfill the employment contract:

1. Reason cannot be attributed to the student (No return required):
  • (1) Partner company stops providing living allowances due to operational adjustments, and the school cannot find a replacement.
  • (2) Partner company has no vacancies upon graduation, and the school cannot find suitable employment.
  • (3) Employment situation meets conditions outlined in Article 14, Paragraph 1 of the Labor Standards Act, leading to contract termination.
  • (4) Student is deceased, suffers from serious illnesses, or experiences significant family upheaval preventing continuation of studies/employment.
2. Reason can be attributed to the student (Full return required):
  • (1) Student drops out due to personal reasons (e.g., transfer, leave of absence) and abandons the program.
  • (2) Student's academic performance is poor, failing to meet assessment standards, resulting in expulsion.
    (Note: Students must attain at least a B1 level in TOCFL before starting their second year.)
  • (3) Student chooses not to work for the partner enterprise, or is lawfully terminated due to violation of company regulations.

(II) If a student does not complete the required period of employment:

The student must repay the scholarship proportionally based on the number of months not worked; any period less than one month will be counted as one full month. For the 2-year program, students must complete the 2-year obligation within 2 years and 6 months from the performance date. If unemployment exceeds 6 months, proportional repayment is required.
